Approval Panel

All delegations are expected to make directors available for the Approval Panel and note-screening duties. Unlike in previous years, these tasks will not be allocated to specific people but to delegations who can then allocate the task amongst directors attending the conference.

1. What does the Approval Panel do?

The main objective at MunoM is for the delegates to pass resolutions (written plans on how to deal with a certain issue). The Approval Panel sees to it that these resolutions are actually debatable. It makes sure that the spelling, lay-out and grammar complies with the rules. It also makes sure that the content of the resolution is debatable, in order to make sure that passing the resolution is not illegal.

2. Processing resolutions

A resolution has to go through quite a process before it gets to the Approval Panel, let alone be debated. Here the different stages;

  1. A delegate arrives at the conference with a prepared resolution
  2. The delegate finds the requested number of co-submitters (co-submitters are delegates who would like to debate the resolution, not necessarily fully in favour of the resolution)
  3. The delegate submits three copies of the resolution to the Approval Panel
  4. The resolution goes through the Approval Panel
  5. The resolution is presented to the Chair of the delegate's committee
  6. The resolution will be debated (the Chair decides whether or not to debate this resolution)
  7. And either passed or failed

3. What is a resolution?

A resolution is a written plan on how to deal with a certain issue, for example cloning, terrorism or women's rights. Here is a rough resolution

The full name of the committee,
Noting with regret the recent acts of terrorism against Member States,
Believing that acts of terrorism are a threat to international security,
Recognising that acts of terrorism are indiscriminate and harmful to innocentparties and are contrary to the maintenance of peace, Acknowledging that a successful response to terrorism must be unified and universal,

  1. Deplores the use of terrorism,
  2. Calls upon all member states to denounce terrorism and ensure measures are in place to stop terrorist activities within their state,
  3. Asks that Member States, if subject to terrorist attacks, do not consider retaliation until:
    1. The severity and nature of the attack has been assessed and,
    2. Multi Lateral response has been suggested by the Security Council,
  4. Proposes that funding be supplied by a fraction of each countries military 
    budget.
