MunoM Charter

Chapter 1


Article 1

 

Board of Directors

The Board of Directors consists of three teachers from the European School of Munich.

If a member decides to leave, he has to find a successor. The other members, the Secretary General and the Deputy Secretary General have to approve this.

  1. The Board of Directors shall elect the Executive Staff. First they will elect the Secretary General who then may elect the the Executive Staff, however the Board of the Directors have approve the Secretary General elections.
  2. The Executive Staff has to be elected before the 1st of April of the year in which the conference is held.
  3. The Board of Directors monitors and assists the Executive Staff.
  4. At least one member of the Board of Directors has to be present at Executive Staff meetings.
  5. The Board of Directors leads the registration desk. They hand over the MunoM booklet, badges, lunch tickets and dance tickets.
  6. The Board of Directors will act in accordance with the MunoM charter at all times.

 

Chapter 2


Article 1

 

Executive Staff

  1. The Executive Staff will consist of a Secretary General, a Deputy Secretaries General, a Conference Manager, a Deputy Conference Manager, a Head of Administrative Staff, a Deputy Head of Administrative Staff, a Financial Manager and a Household Manager.
  2. Every Executive Staff Member has to be a student at the European School of Munich.
  3. All members should be present at Executive Staff meetings.
  4. All members should cooperate and work together at all times in all matters.


Article 2

 

Secretary General

  1. The Secretary General is the President of the Executive Staff.
  2. The Secretary General cooperates and works together with the Deputy Secretary General at all times in all matters.
  3. Meetings will be organised by the Secretary General.
  4. The Secretary General should monitor the individual members, but also the Staff as a whole.
  5. If a Staff member is not actively participating or performing their duties, the Secretary General needs to ask the Board of Director's for advice and if necessary replace this member, but only with permission of the Board of Director's.
  6. The Secretary General elects the Student Officers in cooperation with the Deputy Secretaries General.
  7. The available delegations during the conference will be chosen by the Secretary General. He also needs to distribute the various delegations to the participating schools.
  8. The issues on the agenda are composed by the Secretary General 60 days before the conference starts.
  9. Guestspeakers need to be organised, elected and informed by the Secretary General. Since MunoM is organised by pupils of the European School of Munich, the Director of the European School will always hold an opening speech.
  10. The programme of events should be set up by the Secretary General and be sent to all participating schools. The final version should be finished 30 days before the conference begins.
  11. The Secretary General will act in accordance with the MunoM charter at all times.

Article 3

 

The Deputy Secretary General

  1. The Deputy Secretary General is the Vice-President of the Executive Staff.
  2. The Deputy Secretary General cooperates and works together with the Secretary Generals at all times in all matters.
  3. If the Secretary General cannot be present at a regular meeting, the Deputy Secretary General will lead the meeting with the same rights as the Secretary General.
  4. The Deputy Secretary General should assist the Secretary General in any logistical or procedural tasks, especially the tasks stated in Chapter 2, Article 2, number 7,8,9,10 and 11.
  5. The Deputy Secretary General will act in accordance with the MunoM charter at all times.

 

Article 4

 

Conference Manager and Deputy Conference Manager

  1. A (Deputy) Conference Manager is responsible for the technical and organizational tasks of the conference.
  2. The location of the MunoM conference is the European Patent Office. The (Deputy) Conference Manager should, together with the Board of Advisors, book the European Patent Office.Create badges and print them. The Executive Staff has to approve the design.
  3. Print placards and hand them over to the Head of Administration Staff.
  4. Design and print the MunoM booklet which will consist of a folder, an Instructional Guide and an Information Booklet. The Executive Staff has to approve the design.
  5. Design and print placards. The Executive Staff has to approve the design.
  6. Arrange the lunch for the delegates. If the European Patent Office Restaurant is closed, arrange a catering service.
  7. Print the lunch tickets and hand them over to the Board of Director's.
  8. Design and print tickets for the dance. The Executive Staff has to approve the design.
  9. The (Deputy) Conference Manager will act in accordance with the MunoM charter at all times.


Article 5

 

Head of Administrative Staff and Deputy Head of Administrative Staff

  1. A (Deputy) Head of Administrative Staff has to lead, delegate and inform his staff.
    The Administrative Staff has to consist of pupils from the 4th year of the European School Munich.
  2. The (Deputy) Head of Administrative Staff has to train his staff and organize at least one meeting where he will explain what a Model United Nations is and what their tasks as Administrative Staff will be.The Secretary General and the Deputy Secretary General will assist them.
  3. The (Deputy) Head of Administrative Staff has to divide his staff in Administrative Staffs who assist the Chair, Technical Staff, Security Staff, Registrational Staff and the Administrative Staffs that will be present during General Assembly Sessions. They need to hand a list to the Secretary General and the Conference Manager that includes the Administrative Staff members and which duties they have.
  4. They need to make the rooms ready for debate; set up the placards alphabetically, put the tablecloth on the Chair's desk, get water and glasses for the chairs and make sure there is a podium in each committee room.
  5. Organise flags and hang them alphabetically up in the General Assembly.
  6. The Head of Administrative Staff will act in accordance with the MunoM charter at all times.

 

Article 6

 

Financial Manager

  1. A Financial Manager is responsible for the financial tasks.
  2. The Financial Manager calls companies and sends the official MunoM sponsor letter to different companies to get donations.
  3. The donations of companies will go to the school sub-account. The Financial Manager needs to report this to the Executive Staff. The Financial Manager needs to make sure that every company gets their official tax-deductible receipt.
  4. At every meeting the Financial Manager needs to report the financial development to the executive staff.
  5. An estimate of expenditure has to be set up by the Financial Manager and approved by the Secretary General.
  6. The Financial Manager can only buy something for the conference if it is included in the budget, which has been approved by the Secretary General. If however something needs to be bought that is not included in the budget, the Financial Manager can only do this with permission of the Secretary General and the Deputy Secretary General.
  7. The Financial Manager will act in accordance with the MunoM charter at all times.

Article 7

 

Head of Housing

  1. A Head of Housing is responsible for the delegates who request housing.
  2. The Head of Housing has to organise several guest families.
  3. If MUN-Directors or delegates request help finding a hotel or a youth hostel the Head of Housing should help and advice them.
  4. The Head of Housing decides which delegate will stay at which guest family.
  5. The Head of Housing informs the guest family about their guest(s).
  6. On the first day of the conference the Head of Housing helps delegates finding their guest family and also informs the delegates about the rules.
  7. The Household Manager will act in accordance with the MunoM charter at all times.
